Shri S. M.
Desalphine, a former member of the Indian
Administrative Service ( Jammu and Kashmir
Cadre- 1974) joined the State Electricity
Regulatory Commission as its Chairman, on the 16th
November, 2009.
Shri S.M. Desalphine started his career as a
Sub- Divisional magistrate in Basohli (Jammu and
Kashmir) and thereafter, served in different
capacities under the Government of Jammu and
Kashmir as well as the Government of India. As
Additional Secretary to the
Government of Jammu and Kashmir in the
Agriculture Production Department, he was
closely associated with the establishment of the Sher- e- Kashmir University of Agricultural
Sciences, Kashmir. He held several other
important positions such as Excise Commissioner,
Sales Tax Commissioner, Secretary to the
Government of Jammu and Kashmir in the General
Administration Department, Secretary to the
Government in the Animal / Sheep Husbandry
Department, Director , Handloom Development
Department, Managing Director , J & K
Handloom Development Corporation, Vigilance
Commissioner, Director General, J & K Institute
of Management, Public Administration and
Rural Development and Managing Director, J & K
State Power Development Corporation, all under
the Government of Jammu and Kashmir.
As Managing Director, State Power Development
Corporation, Shri S.M. Desalphine was in charge
of execution of various state owned power
projects, including mobilization of resources
for these projects.
Under the Government of India, he served as
Director in the Cabinet Secretariat, Chairman,
Rubber Board of India, under the Ministry
of Commerce and Industry and
Additional Secretary to the Government of
India in the Ministry of Agriculture. He
retired from service as Director Gereral,
Council for Advancement of People’s Action
and Rural Technology (CAPART), under the Ministy
of Rural Development, in May 2008.
During his tenure
as Chairman, Rubber Board, several new schemes
were taken up for implementation, of which
Expert Promotion of Natural Rubber and
Modernisation of Rubber Processing facilities,
merit mention. While export of natural
rubber was negligible in the past, in order to
maintain a balance between demand and
supply in the country and stabilise the domestic
rubber prices, export of natural rubber was
carried out in a sustained manner. Although the
rubber plantation sector has performed
exceptionally well in increasing the production
and productivity, the post harvest
operations did not receive adequate attention.
Therefore, focused attention was paid to the
primary processing and modernisation of
processing facilities, as a result of which the
quality of processed rubber improved to
international standards.
In his capacity
as Chairman, Rubber Board, he held several other
positions including Chairman, Rubber Park,
Cochin, Chairman, Rubberwood India Ltd.,
Kottayam and Chairman, Metrowood, Kottayam. |
